Have you ever seen an image you know you've seen before, and you are semi-sure the person claiming it is not the original artist? Well, there is a website that can, in some cases, remove all doubt, allowing you to make the proper notification. That site is
TinEye. It references, at current, some 480+million images (and growing).
You enter the url or upload the image in question, and it will tell you where that image can be seen on the web (and in some cases the originating location). It is currently in beta, and the accounts are by invite. However you can
request an invite, and usually get one pretty fast (I got my invite the next day). Its a great tool, and has proved useful on a number of occasions thus far.
As it is still in beta, and as there are billions of images on the web, it won't find `em all.
